One quick question…

So, the New York Police Department is trying to figure out if any of the people who were allegedly involved in a plot to do Bad Things in the subway system are actually in the United States at all.

Shouldn’t that have been something the FBI and/or DHS did last week before publishing the alert? Seriously, why has this been left to the local cops, and why wait until now?
